We'll start off with an image of Miley Cyrus..I'm not too much of a fan of her..but whatever..I'm just using her picture. (Here)
Duplicate the image into another layer and go through into Filter >> Blur >> Gaussian Blur. (Image below for those who need it.)
You can play around with the blur settings, but I usually go for 4.0, or 3.0, it really depends on how soft you want the image to look. A friendly reminder not to make it glow too much, as it might hurt some people's eyes.
Then duplicate the blurred image, and just play around with the layer settings. I usually give one of the top two layers Screen and Soft Light, just so it doesn't look so unnatural..but it's up to you!
And here's the final product!
